On February 13, 2025, the City and County of San Francisco published on sf.gov, from the Office of the Mayor, "Mayor Lurie Launches Permit Reform Effort With Focus on Housing and Small Business." The page states that Planning Director Rich Hillis will lead a multi-agency permit-reform group, "Working directly with Chief of Housing and Economic Development Ned Segal." That is an official city page using the title.
A later official meeting page, "PermitSF Customer Forum," dated April 23, 2025, lists agenda item 2 as "Opening Remarks" by "Ned Segal, Mayor's Office Chief of Housing and Economic Development." As last checked August 26, 2026, those sf.gov pages still present that title. This site does not invent a 2026 performance grade or a housing-unit count he did not publish. The fact is the office: he is named, on the city's own site, as the Mayor's housing and economic-development chief.
